Ultimate Cloud users do not need to purchase Oracle licenses; their lease cost (as well as for Microsoft Windows licenses) is already included in the service payment.
Also you can purchase universal (not ASFU) Oracle licenses from any Oracle Corp. authorized partner.
12 consumer is solely responsible for licensing of software from third-party vendors (Oracle, Microsoft, etc.). Ultimate does not check and oversee whether such third-party software is properly licensed.
